The Toolkit has been developed to assist Local Authorities to assess the impact of investing in energy efficiency measures within their street lighting asset. It covers measures such as LED lighting, control systems and the use of dimming and trimming. It is designed as an initial feasibility assessment i.e. a pre-business case tool.
