ADEPT is pleased to publish the Process Evaluation for the start-up of Live Labs 2.
Systra was commissioned to undertake primary research to make an objective assessment on the efficacy of the work undertaken to date. Specifically, they focused on:
- The value of the defined processes, templates, and guidance that the ADEPT Programme Management Team had provided to prospective bidders.
- The consistency of the submissions that were being made by lead local highways authorities, reflecting the clarity of guidance that had been published.
- The clarity of communications that had been published by the Programme Management Team for prospective bidders to follow.
- The efficacy of the innovative approach to shortlisting and evaluating the prospective bids through the Dragons’ Den approach.
A number of findings and recommendations have been made within the report which we recommend is reviewed by anyone who is interested in running a similar competitive bidding process.
