President Update - August 2026 - latest news from ADEPT

Hello and welcome to my latest update. I hope you all manage to find some time to pause and recharge - although I fully appreciate that, for many, our services only get busier over the summer!

It’s been another huge moment of political change, with Andy Burnham becoming Prime Minister. While there remains quite a bit of uncertainty on what a Burnham government will mean for the place sector, ADEPT welcomed his first speech as Labour leader and his campaign address, particularly his commitment to putting place at the heart of economic growth. It’s an approach that closely reflects what ADEPT has been championing in recent years: that growth works best when it starts locally, with strong local leadership, backed by the funding, powers and flexibility to actually deliver. You can read our full statement here.

In other news, we joined the National Association of Waste Disposal Officers (NAWDO) in welcoming the government’s decision to delay mandatory flexible plastics collections until 1 April 2030, having consistently highlighted the practical challenges around reprocessing routes, stable end markets and the infrastructure needed to make these collections work effectively. The full statement is here.

Meanwhile, our annual Corporate Partner event on 1st July at AECOM’s London offices, brought together partners and local authority colleagues to explore the changing political landscape and its implications for place leadership. It was a valuable day for frank conversation and sharing of experiences and priorities for the year ahead. We also explored new ways for ADEPT and our partners to work together.

I also attended the Joint Presidents' meeting on 2nd July, which brings together the presidents of national associations representing directors across local government - from children's and adult social services to public health, place services and finance - alongside the LGA. It’s an incredibly useful forum for talking through the cross-cutting issues we all face and how we can join up agendas locally, which in turn helps us engage national government with a stronger, more united voice.

Finally, booking is now open for the ADEPT Autumn Conference, which will take place on Thursday 26th and Friday 27th November at the DoubleTree by Hilton Brighton Metropole. This year’s theme is Making Better Places for People, and we’ll be looking at many of the big issues facing place leaders, from political change, local government reorganisation and devolution to decarbonisation, nature recovery, inclusive communities and the future place workforce. I hope to see many of you there.

At the recent Leadership Team meeting, we welcomed Tom Walker from the Levelling Up Unit, which is tasked with bringing forward the Levelling up White Paper currently scheduled for the autumn. It was helpful to know that government understands the agenda to be broader than economic growth and big infrastructure, with health and education emphasised as well. There was also recognition of net zero and how the workplace might look post-Covid.

It’s certainly a really busy start to summer for ADEPT. One of my first events as ADEPT President was chairing a Building Back Better session at last week’s Traffex conference. Immediate Past President, Nigel Riglar, spoke at the Perspectives on the Climate Change Challenge session at the LGC Climate Change conference, also last week.

Can I start by saying what a huge honour and privilege it is to be the new president of ADEPT. When I started thinking about my year as President, I little thought how quickly it would come upon me, or that we would still be holding our conferences virtually. As I took part in our online AGM it made me realise how much better we have got at using the technology over the last year, with raising hands, emojis in the chat and virtual hand clapping all playing a part.

  • President update: 26th May

With our Spring Seminar and AGM on Thursday, I’ve come to my final week as ADEPT President. What a strange year it has been. Apart from travelling to the Bristol Bath Railway Path to be interviewed for Countryfile about sustainable travel, my whole presidency has been done from my house. That makes me the lowest carbon president ever – which seems appropriate in a year that will end with COP26.

Following last week’s local elections, many of us will be preparing to welcome new Mayors and councillors and looking ahead to the policy changes that a change of political leadership often brings. These are always challenging times for officers, where we aim to ensure our politicians are fully briefed and prepared for the challenging decisions that lie ahead.

As lockdown restrictions are eased, we are beginning to see the impacts reflected through our places. We have had reports of traffic increases of 10 % in the last week and there are varied reports from our high streets, with some market towns reporting benefits from people not having to commute. It’s going to be interesting to see whether some of the environmental benefits of less traffic on our roads and people shopping locally can remain after lockdown ends.

Welcome back from the Easter break everyone, I hope you have all managed to enjoy some well needed time off.

I wanted to start this blog by taking a brief moment to acknowledge Prince Philip’s passing and his many long years of service. On behalf of ADEPT, I would like to offer our deepest condolences to the Queen and the Royal Family.

  • President update: 31st March

This week we begin our path out of lockdown, with people being able to meet up with other households within existing guidelines. With some welcome sunshine and the clocks going forward, there is a sense of relief in the country, albeit with some wariness about how Europe’s third wave might affect the UK.

The continued roll out of the vaccine and the drop in numbers of infections and deaths due to Covid-19 continues to be good news in what has been a hard start to 2021. The winter lockdown has been difficult for everyone and although it will be good to see restrictions lift, I think we are all mindful of Professor Chris Whitty’s warning and the continued need to support colleagues in public health.
